Late last year the Master's students from the AUK Global Management program participated in an online meeting with Benedetta Berti, Head of Policy Planning in the Office of the Secretary General at NATO, on the topic: “Planning for the Coming Decade of Global Threats”.
Describing the 2022 strategic concept, challenges and changes which affected the NATO policy, Benedetta Berti outlined:
“Until February 24, we had a policy based on a dual track: right defense and deterrence on the one hand and dialogue on the other. And the 2022 strategic concept recognizes a policy that has three main elements. One is deterrence and defense. Two, resilience against malign interference and helping our partners to build their own resilience. And three, open channels of communication to avoid risks and escalation, but that's not dialogue, that's very different. We cannot talk about russia as a partner and we cannot talk about the dialogue.
The other major difference in the 2022 strategic concept is that it's the first time in NATO's history that we talk about China, at least in a strategic concept. Of course, China is not described as a military adversary, but it is described as a transformative force, as a power that also represents systemic challenges to Atlantic security. So the approach is different, of course, but it's one that really looks at how do we build transatlantic convergence around this systemic challenge, how do we increase our awareness, our understanding, how do we build resilience and how do we work with partners to defend and stand up for their rules based international order. When it comes to pushing back against the rules based international order, russia and China together are at forefront of that authoritarian pushback. And so we're seeing that relationship as one that needs to be carefully assessed and monitored.”
